Summer Clam Bake - September 8 (tentative)  

This year's summer clam bake is planned to take place at Harborside Lobstermanis in East Greenwich

Nicole Whittier to follow up with Harborside to confirm meal and costs.  Date has been reserved at the Harborside.  Following the dinner there will be a band downstairs for anyone interested in hanging out later.  Nicole will send out e-mail to all members once finalized.

Tentatively the October luncheon is scheduled for October 5th at 12pm, and will take place at the Airport Radisson in Warwick , RI .  The tentative presenter will be Mike Sullivan, the new DEM director.

Wednesday, November 9th at 12pm (tentative)  

Tentatively the November luncheon is scheduled for November 9th at 12pm, and will take place at the Airport Radisson in Warwick , RI .  Tentatively the subject will be EPA enforcement initiatives. 

Original date was the 16th but the Radisson was already booked, so moved to the 9th.

Jim Fraher to check to see if Bob Mendoza will speak about EPA enforcement initiatives.

Robin Main will try to see if she can get someone from legal to speak.

RISEP Board Meeting October 26, 2004 – Meeting Minutes

Below are the topics discussed and who is responsible to make contacts in order to obtain speakers.  Before the November 10th meeting it would be nice to change the “tentative” dates to actual dates.  If all who are responsible for speakers/events (Rich Hittinger, Rich Austin, Nicole Whittier, Peter Marshall, and Pam Sherrill) find out if it is possible prior to November 10th it would help with scheduling and getting information out to the RISEP members.

Upcoming Meetings:

March 9th, 2005 - environmental compliance programs (EMP’s): storage tank and auto body repair.

May 11th, 2005 – Natural Resource Damage Assessment (NRDA) and the progress of the Woonasquatucket River Dioxin clean-up and NRDA.

Upcoming Events:

  • January 13th, 2005 – RISEP Holiday Party
    From the great success of last year’s holiday party it has decided to have the event at Spain's restaurant in Cranston, RI again.  Nicole Whittier will contact Spain’s to reserve the date.

·         February 9th, 2005 - RISEP’s Environmental Professionals Career Night
The event will tentatively take place at the Radisson from 5:30 to 8:30pm.  The event plans to have speakers from: Laboratory, Legal, Regulatory/DEM, Regulatory/EPA, Engineering, Construction, Planning/NEPA, and Industry. 
At the November meeting would like to see if the RISEP members have any feedback on new speakers and schools to send information to.
Dan Lanier and Pam Sherrill will take the lead on this again (Thanks!).
Dan Lanier will send out an e-mail requesting input by the November 10th meeting.
Nicole Whittier will reserve the Radisson.

·         Sometime in June – A Day of Golf with RISEP Members and Colleagues
Peter Marshall will select the date and the golf course.

·         Sometime in June – RIDEM and RISEP Training
Conduct a training course on preparing reports, such as:  Site Investigation Reports (SIR’s), Wetlands, ISDS, etc…  The goal of the training course is an introductory course to help get across what quality the DEM is looking for when reports are submitted.  June was selected as a date due to possible recent graduates taking position at a company and training would be required.
Pam Sherrill will contact Tom Getts (RIDEM) to see if this is a possibility.

Treasurer's Report Matt said we have enough money in the bank.

Membership Report RISEP currently has 51 members. Six members from 2003 have not yet renewed, however, four of these expressed their intention to renew. Renewal rate is approximately 95%. Marshall Environmental is our newest member.

RISEP/RIDEM Initiatives Marginal Risk Policy
The RISEP committee set up for this purpose has reviewed the revision to the Marginal Risk policy published by RIDEM. The committee will meet again 1/26/04 to finalize comments prior to submitting them to Terry Gray.
Joint RISEP/RIDEM Training Programs - Site Remediation 101 and Marginal Risk will be targeted for the fall of 2004. RIDEM has indicated that with the recent and/or intended addition of staff, they should be able to support this initiative.

Holiday Party
This will be held on Thursday evening, 2/12/04. Nicole will select and schedule location. She will work with Matt to determine cost to RISEP members.

Spring Luncheons
March 10 -Topic will be in-door mold issues from an EH&S perspective. Jim Fraher, Peter Marshall and Matt Hackman will organize speakers.
May 5 - RIDEM Director (or Acting Director) will be invited to speak to the group regarding RIDEM plans and priorities.
June 9 (tentative) - Manufactured Gas Plants - related environmental issues.

Career Night
To be held March 1, from 5:30 p.m. to 8:30 p.m., the Radisson, Warwick Light refreshments will be provided Some of the career topics for which speakers may be needed include: - QA/QC Laboratory - Legal - Consulting - Regulatory/DEM - EPA - Engineering - Construction - Planning/NEPA - Pam Sherrill - Industry

Golf tournament update
Peter Marshall and Nicole Whittier will organize this event. Jim Fraher will contact EBC to ensure that the date we pick will not conflict with the date of EBC's annual event. The Women's Transportation Seminar (WTS), and the RI Bar Association (RIBA) will be contacted regarding sponsorship or some other type of involvement.

Comments from out-going President: (Rich Austin, not George Bush).
 I have had an opportunity to pursue a non-regulatory career path within the EH&S field (who needs the stress?), and am now responsibility for EH&S training and curriculum development for Amgen Rhode Island. Reluctantly this new roll necessitates a decreased involvement in RISEP. I will still show up for free meals and try out my new jokes (if I ever get any).

Therefore, I would like to take this opportunity to thank all of the board members, and RISEP members for their support during my tenure. Your support has made my job fun, and actually not that hard. I think we have had a good run. But, I also believe that due to the expertise and dedication of RISEP's members, you will become an even better, more effective and influential organization in the future.

RISEP Board Meeting September 4, 2003

I would like to take this opportunity to thank the RISEP Board Members for their outstanding turn-out for this board meeting and for their enthusiastic and creative support. Special thanks to Matt Hackman for his courageous attire.

Meeting Minutes:

1. Late Summer Outing The Late Summer Outing will be held at the East Greenwich Yacht Club on Thursday, September 25th. The cost will be split between RISEP and members. RISEP will provide $20.00 per attendee. Cost to each attendee will also be $20.00. Robin Main will make all arrangements with the East Greenwich Yacht Club and the Caterer (Chopmist Charlie).

2. Marginal Risk Policy - Urban Fill Policy RISEP will create a working group to review and red-line the existing policy and submit findings to DEM.

3. Career Night - to be held in January or February, 2004 at the Radisson, Warwick. The ASCE (American Society of Civil Engineers), PES (Providence Engineering Society), ACS (American Chemical Society) and RISPE (RI Society of Professional Engineers) will be asked to participate. A working group will be created within RISEP to coordinate the event.

4. Next RISEP Luncheon The next RISEP Luncheon meeting will be October 22th at the Radisson in Warwick. The topic of discussion will be the recent fish kill in Greenwich Bay and the overall health of Narragansett Bay. Robin Main will invite Scott Avedisian, Mayor of Warwick to speak. Arthur Ganz, DEM will also be invited to speak. Other speakers will be pursued.

5. Future RISEP Meetings/Events The December RISEP meeting is scheduled for 12/3/03. Topic will be Marginal Risk Policy. RISEP members will pursue appropriate speakers. The March 2004 meeting is tentatively determined to be a discussion of the Cape Wind Project. RISEP members will again pursue appropriate speakers. The annual after-the-holidays holiday party will be planned for February, 2004. Theme will be "Winter Doldrums - Sarasso Sea Party". Location to be determine.

2. Letter of support for DEM Director 
It was determined by general consensus of the Board that RISEP will not take a position on this issue.

3. Last minute items for Holiday Party/Treasurer's Report 
RISEP has $4,300 checking & $6,100 in savings. Currently we have 4 sponsors for the holiday event: PARE; Alliance; ESS; and Holland & Knight. Agreement was reached to authorize $500 to upgrade the food for the holiday party. There will be a reception table to collect the party attendance fees and to display the brochures for the golf tournament. An announcement will also be made at the party regarding the tournament.

4. RI Solid Waste Management Plan 
RISEP has been asked by DEM, the RIRRC, and other State agencies to participate in development of a new RI Comprehensive Solid Waste Management Plan. The most critical task will be development of an ultimate disposal plan. Robin Main and Rich Austin will participate, and we hope to have RISEP provide engineering expertise as well. To this end, Matt Hackman will contact John Hartley at GZA. Rich Austin will contact George Palmisciano at PARE, and Dan Lanier will contact Clayton Carlisle at Berger.

5. Golf Tournament Update 
Down payment was made ($500) - brochure was developed by Peter Marshall - this will be available at the Holiday Party. 
We will solicit companies to donate awards as well as sponsoring such things as a beverage cart ($1,000), T boxes ($100), lunch ($1,000), raffle items, and tournament contests such as "closest to the hole," "hole-in-one," "closest to the pin," "longest drive," etc. Mulligans (Shapiros) will also be sold at $5.00. We have established a tentative goal of raising $3,000 in scholarship funds. Jim Fraher will ask EBC to inform their membership of the event. A special committee will be established to develop the scholarship eligibility criteria. Tournament volunteers for from the RISEP membership will be recruited at the holiday party for this committee.

6. Energy Conservation Legislation 
Rich Hittinger and Rich Austin will meet with Carol Karp from Brown to discuss. Jason Martesian (Northern RI Chamber) will also be asked to assist.

7. RIDEM proposed licensed Environmental Professional Program 
DEM has recommended that the LSP not be pursued at this time. RISEP will continue to voice support for a LSP program if membership supports this agenda. RISEP will request a copy of all comments received by DEM regarding the LSP program. These will be requested from FOI or Tom Getz. Robin will send out a simple e-mail with RIDEM's report attached asking the RISEP membership "Do you agree the conclusions of the report," i.e., LSP not to be pursued at this time. RISEP will set up a committee to develop a strategy to support LSP program if the membership agrees.

9. Next luncheon meeting/Future RISEP Activities 
We discussed various topics for our next meeting (SPCC, phase two stormwater regulations, pre-construction air permitting). It was decided that the next luncheon topic will be the revised SPCC regulations. Rich Hittinger will contact someone at EPA Region 1 (probably Bob Mendoza) to inquire as to his availability. This meeting is tentatively scheduled for 3/12/03. Robin Main will attempt to secure the Radisson for the 3/12/003 meeting. Pam Sherrill will prepare a RISEP FUTURE ACTIVITIES flyer for distribution at the Holiday Meeting. Robin will secure the Radisson for that date. Annual meeting to be May 21 - program to be determined.


RISEP Board Meeting November 19, 2002

Attendees:

Treasurer's Report: Due to the successful recruitment of sponsorships for various events in 2002, RISEP receipts to date exceed expenditures by approximately $1500.

Planning for Upcoming Holiday Party: Party is planned for January 9 or 16, 2003, at the Planetarium at Roger Williams Park and Museum. Event will include a Planetarium show and access to the museum. Rental for the facility is $55.00/hour, for a minimum of four hours. Robin Main will make arrangements, which will be communicated to RISEP membership as they become final. Sponsorships will once again be requested. Costs to be determined.

Status of Current Membership Drive: RISEP has 54 member firms. At the time of this meeting, approximately 30 percent have paid up to date membership. A revised membership directory will be issued in January. RIDOT, RIDEM, and NBC will continue to be provided with free membership. Five companies have been dropped from membership due to a lack of participation and response for membership renewal for at least two years.

"Career Night": A suggestion was made that RISEP host a special event for local college students who anticipate graduating in 2003. Speakers from various environmentally associated companies and organizations (legal, engineering, regulatory, scientific) will be pursued. Pam Sherrill has offered to speak on the National Environmental Policy Act, while Robin Main will arrange for a speaker from the legal sector and Jim Faher will speak or provide a speaker to discuss careers in the scientific arena. Bob Mendosa will be requested to speak on behalf of the EPA, and Rich Austin will speak to the needs of the manufacturing community. A venue for this event will be determined. Students will be invited from Brown University (through Carolyn Karp), from URI (through Ray Wright), and from Roger Williams University (Mike Geisser will make this contact).

Next Meeting - Scheduled for 12/18/02: This meeting will feature a discussion on Brayton Point. Since the Board Meeting, significant progress has been made towards the arrangements. Shelton Whitehouse has agreed to be a member of the panel, as has John Torgan from Save the Bay and Tom Powers from Brayton Point. This looks to be a great meeting. The Radisson in Warwick has been reserved. Now, if we can remember to bring name tags!

A joint meeting between RISEP and EBC will be scheduled in February to discuss RIDEM's proposed Licensed Environmental Professional program. Terry Gray will invited to speak.

A meeting is also tentatively scheduled for March 5th to discuss the progress of the RI Greenhouse Gas program. It was agreed that RISEP will try to impact this issue by proposing legislation that will provide incentives for energy conservation which, in turn, will serve to reduce greenhouse gas production. A position paper will be drafted and presented to the membership at the meeting in December. It was suggested that a group at Brown University, which has experience in this area be asked to do the legwork needed to draft appropriate legislation. Rich Hittinger will make the appropriate contacts at Brown.

Other Issues: The revised Tri-fold was reviewed and accepted. Rich Hittinger suggested that a letter be written to Governor Elect Carcieri offering the services/expertise of RISEP to his administration. This letter was drafted, reviewed, and submitted to Governor Elect Carcieri.


RISEP Board Meeting October 1, 2002 - 2002-2003 Planning Session

Attendees:

The Site Remediation 101 RIDEM training course is targeted for 12/3/02 (alternate date 1/14/03) Rich Hittinger will coordinate planning discussions with DEM.

The future training sessions that were suggested are Stormwater permitting, Pre-Construction Air Permitting, and Air Toxics. We agreed that we would pursue the first two as possible training sessions (in 2003) with DEM, and the last (Air Toxics) as a presentation for a future RISEP luncheon.

The next RISEP Luncheon scheduled for October 30th , noon at the Airport Radisson in Warwick, Rhode Island.

Future luncheon topics recommended include the Mt. Hope/Brayton Point discharge permit and Indoor Air Quality (the environmental and legal aspects). Indoor air quality discussion tentatively considered for December 3rd or 18th, 2002. The Mt. Hope/Brayton Point discussion will be targeted for March 12, 2003. A Spring luncheon will probably include a review of pending environmental legislation.

Our September 12 summer party at the East Greenwich Yacht Club was such a success. Our annual holiday party is slated for Thursday, 1/9/03. We seek volunteers to help coordinate the event.

Diversification/expansion of RISEP membership is desirable. We agreed that one target group would be the construction industry, which must content with a wide variety of environmental issues for most projects. We may prepare a letter or brochure targeted at this group that details the expertise available within RISEP, and the benefits of membership. We seek volunteers to help target the involvement of the construction industry in RISEP.

Our tax exempt status application must be completed and submitted as soon as possible. Holland & Knight may assist us in this process.

At future luncheons, we will be placing cards at each table asking attendees to comment on the event, and to tell us their needs, and what they would like to see at future events.

We aim to improve timely updating of the RISEP website. We propose to include member website links as part of our web page, if members want this. All materials to be posted on the website will go to Dan Lanier for proofing, and Dan will then forward the document to Nicole Whittier for posting.

Membership renewal notices should be sent in December 2002. We will include in the renewal notice the offer to have company websites linked to the RISEP website.

Matthew Hackman provided a brief Treasurer's report. We currently have $7525.48 in our checking account, and $1,087.90 in savings. The Board approved transferring $3,912.00 to savings, to bring this up to approximately $5,000.00.

The RI Chapter of the Environmental Business Council (EBC) is having a breakfast meeting "The Evolving Role of the Environmental, Health and Safety Manager in 2002-2003" on Wednesday, October 16, 2002. The Rhode Island Association of Environmental Managers (RIAEM) is co-hosting the event.


RISEP Board Meeting March 6, 2002 Edwards and Kelcey Providence RI

NOTES

Attendance: Pam Okolita, Rich Austin, Jim Fraher, Dan Lanier, Mike Geisser, Robin Main, Pam Okolita.

1. Mike Geisser presented an update on the membership brochure: 49 member firms have paid dues through 2002 and are listed in the recently-distributed brochure. In addition to 45 corporate memberships, 4 individual memberships were received. This brochure will be available at upcoming functions.

2. Holiday Party Update: Over 55 people attended one of the most successful RISEP events to date, held February 7 at the Empire Restaurant, Providence. Gold ($200) sponsorship by Clean Environment Service Co. Inc. and Silver sponsorship by ESS Laboratory, Edwards and Angell, LLP, Environmental Soil Management Inc., and Waste Management was gratefully acknowledged. Many thanks to Jim Fraher and especially his office staff for helping coordinate this event.

3. Spring programs:

a. Wednesday, March 20 - Tom Brueckner, Narragansett Bay Commission, will provide an update of the CSO project. Notices will be distributed by email tomorrow. b. Wednesday, May 22 - Robin Main will coordinate program on Brownfields state and federal legislation. She will contact Terry Gray, RIDEM, as a potential speaker on proposed state Brownfield legislation and will present information on the recently-passed federal program. May meeting is the RISEP annual meeting.

4. Summer party: ideas to be investigated include a party at the Jamestown town pavilion, joint events with EBC or a legal group.

5. Treasurer's Report: Matt Hackman was not present to report. It is requested that he distribute his report to board members via email. The RISEP annual Non-Profit Corporation form was last submitted March 1, 2001. Matt to request a blank form for the annual submission.

6. The slate of board members for the 2002-03 year was discussed.

a. The board currently includes the maximum number of members, 11. Pam Okolita will contact George Palmisciano and Craig Swanson to determine their level of interest in the Board of Directors. According to the bylaws, former board members are "Honorary Directors" (non-voting) for five years. Vacancies could be filled by Robin Main and Peter Marshall.

b. Slate of executive members includes Rich Austin, Chair; Jim Fraher, Vice Chair; Robin Main, Secretary; and Matt Hackman, Treasurer. This slate will be presented at the May 22 Annual Meeting.

c. Membership Committee Chair - Mike Geisser. Legislative and Regulatory chairs are vacant.

7. Pam Okolita presented an update on the RIDEM/RISEP Training Sessions:

a. The January 22 session on RIDEM's Marginal Risk Policy was very successful with 60 attendees (morning session). The RIDEM Business Roundtable has recognized the importance of RISEP's participation in this program. RIDEM staff presented information on programs/policies and RISEP members provided case studies.

b. June 11 "Site Remediation 101" will present an overview of Site Remediation policies and programs and will feature Site Investigation and Remedial Action Work Plan submittals and RIDEM response letters. The aim is to attract recent graduates, young staff, and out of state consultants to raise the bar on submissions to RIDEM. A request for volunteers will be made at the March 20 meeting.

c. Pam Okolita will ask Tom Getz, RIDEM ombudsman, to consider RISEP for additional environmental training sessions, possibly in air permits.

8. The RISEP website is operational at www.risep.org. Many thanks to Nicole Whittier at ASA for her work in getting it on line. We all need to remember to feed information to her for posting!

9. RISEP's membership continues to grow, we have had a varied and interesting programs, and with the RIDEM/RISEP training programs, our stature in the environmental community continues to be recognized. Discussion followed regarding a possible press release to local newspapers, to be sent out after the annual meeting and the election of a new slate of officers.

RISEP Board Meeting October 1, 2001

NOTES

Attendees: Pam Okolita, Matt Hackman, Mike Geisser, George Palmisciano, Matt Hackman, Jim Fraher.

At the October 1 RISEP luncheon meeting, an executive session was held to discuss a RISEP website. Nicole Whittier, ASA, has volunteered to design a website, hosted by ASA for RISEP (risep.org). A motion was proposed, seconded, and voted affirmatively to authorize Nicole to expend up to $150 in start-up and annual fees for one year of service. Nicole will send bills to Matt Hackman directly. Nicole will prepare a letter to Pam Okolita outlining one year of service on the ASA website, with anticipated costs. Items to be included on website include: § Upcoming meeting notices § Past meeting notices § Trifold brochure (including membership application) § Member listing

Mike Geisser to put out invoices for next year's membership dues (to go out by the end of the year). Membership to be closely tallied.

October 1, 2001 Program: § Ed O'Donnell, US Army Corps of Engineers on the Providence River Dredge Final EIS § Rich Kleinman, ESS, on the RI Corporate Wetland Restoration Partnership (kickoff October 22, 2001)

November 7, 2001 Program: Josh Secunda, EPA Region 1 regarding university and colleges environmental audits program

Upcoming Meetings: October 10 meeting with RIDEM to discuss RISEP role in training.
